A buddy just got back from the local California DMV and said that there's still 22 exemption numbers available. Guess the economy still isn't back, at least to the point that people are spending money on play cars.

I'm at the DMV now. This is the second one this morning. My local DMV was clueless. I spent two hours there and explained the SPCNS process to several people, but couldn't get anyone there to call Sacramento. Hopefully I'll have more luck here. I've explained the process to one clerk, who passed me off to another clerk. Waiting for that one now.

Got all my paperwork, but I won't be getting an SPCNS. It'll be a lot easier to just register the car as a 1972, the year of the engine.

When you start the application for the the registration of a SPCNS what do you use for Make and Model? Does it even matter? Obviously you have to leave the VIN blank as you only get that after you visit the CHP.

If your specially-constructed vehicle is a replica of something, like for instance a Lotus 7, then your make and model is Lotus 7 Replica. It does make a difference what you put down there if you plan to use the chassis to determine the model year. The smog ref will need to agree that the chassis looks similar to what you claim, or else he/she will use the engine to determine the model year.

Only if you will have all the emissions gear for it, including the fuel tank and vent lines.

The chassis? I was under the impression that it was the body. Let me give an example:

There is no way that this looks like a Lotus 7.

This "could" pass as a Lotus 7 (maybe).

They both use the same chassis and if you look at photos of the chassis it is clearly very similar to a Locost chassis...
Are you saying that it is all about the chassis and not the body? If so what happens if you have a mid engine that still looks like a Lotus 7, even if the chassis does not?

The term the state uses is chassis. What they actually look at is the body. What they actually mean is everything but the engine. In their language, a chassis is more than just the frame. So it's probably best to say that they'll base the model year either on the engine, or on everything else. In your examples, the first would never qualify as a replica of a Lotus 7, and the second would be at the discretion of the ref. Maybe, maybe not.

My understanding is that the builder has the option of smogging the car as:
1. What it appears to be.
2. Per the year of the engine.
3. A 1960 vehicle.

#1-2 seem pointless with #3 being there, unless I've got my data wrong.

(As far as registration goes, it'll always appear as a SPCNS)

The "model year" of my car is listed as 2008, the year that I started the SB100 paperwork. I claimed it to be a 1960 Lotus Seven, and as soon as I said "1960", the smog guy said fine, and it's considered a 1960 smog-exempt vehicle. I'll have to double-check what my registration shows. The fact that it's mid-engine never came into play.

You're right Kurt, builder's option, and the statute only says the "model year of the engine ... or the vehicle model year". So you can tell them anything you want, and they either believe you or they don't. So nice going on the middie.

Thank you for the responses. I have another question. When you first apply for the sequence number from what I have read you are supposed to have a temporary VIN. This is not an issue if you have an actual kit car as it is supposed to be supplied by the manufacturer of the kit.
In our case there is no kit manufacturer. So no temporary VIN. Now what?

I just found the law that governs how the Referee Stations are supposed to date SPCNs.

This link will take you to the top of the page in the California State WEB site dealing with the subject. You have to scroll down to Section 44017.4

This caught my eye:

"(2) In determining the vehicle model-year, the referee shall
compare the vehicle to vehicles of the era that the vehicle most
closely resembles. The referee shall assign the 1960 model-year to
any specially constructed vehicle that does not sufficiently resemble
a previously manufactured vehicle.
The referee shall require only
those emission control systems that are applicable to the established
model-year and that the vehicle reasonably accommodates in its
present form."

Of interest to me is that it sounds like if you present to them something like the WRL which clearly does not resemble any manufactured car it should be classified as 1960 vehicle. I have also found some evidence that this is exactly how Ar-i-el Atoms kits are registered.
