I hit the Arkansas Department of Finance & Administration web page to check on titling. They now have a "custom car" title, which applies to modified and replica antiques (street rods) and "custom-built cars". There was just one short paragraph, so I went to the local DFA office and enquired further.
No receipts, no pictures, no affidavit, nothing - $50 title fee, $25/yr registration, no restrictions on operation.
There's no mention of a VIN or serial number anywhere, but a few years ago they assigned me a VIN number for my car hauler, which had been legally plated for years, and they gave me a VIN for my homebuilt motorcycle trailer when I got the plate. I will "assume" they will ask for or assign a VIN for a car. (the AR Motor Vehicle Code doesn't say anything about VINs for trailers, for example; though they require one at the office)
Looks to be quite simple.
