It says in this article about a flying car which received approval for highway use that they got a waiver or approval from NHTSA for a polycarbonate windshield. That would be Lexan, I suppose.

The article I read didn't specify Lexan, just said "plastic". You're are probably correct... The article also said that the exemption was granted because the builders argued that they couldn't use heavy safety glass and still get the thing airborne. Sounds like they're cutting it pretty close on the ol' power-to-weight ratio!
