I've been trying to find out what exactly is required to get my car legal, I have been to the DMV many times and they keep saying "I don't Know" and giving me a number for an inspector who is equally helpful :( Any help you guys can give is greatly appreciated.

It is addressed in Title 56 of the South Carolina Code:

Definition 24 refers to a "Reconstructed vehicle" and youy may have to go that route.
Definition 32 refers to a "specifically constructed vehicle" but they failed to include the term anywhere in the code.

SECTION 56-19-240 lists what is required to apply for a title.

Hi BrianG! I just recently went through that in SC with my build. Its a painless process with no fees for the service. You have to apply for a VIN number for a homebuilt vehicle and the SCDMV will assign you a VIN number for you to attach to the car. This takes about 30 days to accomplish. Most of this is handled through the Blythewood office. Then you attach the VIN number and take the car to the local DMV for a inspector to see that the Vin number is properly attached, the inspector then signs off that the Vin is correct and you mail the document back to Blythewood. You also have to pay the property taxes on the car and get insurance and send this to Blythewood office and they will send you the tile back to you in two to three weeks. Then you can go to your local DMV and pick up your tags. I Don't remember the form number off the top of my head but it is number 400 or 401. I hope that this helps.

I just finished this process, took me a bit longer. Started in late Feb by getting the VIN plate inspection. Sent the paperwork out. Turns out that I did need a check for $15 to get it titled. Once that was done, it sat for a bit and then got sent to
titling on April 11. I was gone on and off for three weeks and the title never came.
Call the lady who helped me before. She's on vacation and is the only one that does
the special VIN #'s. Get in touch with her the next week and she's really wondering
what happened. She makes a couple of calls. Turns out some numbers didn't match and it hadn't been released. Received the title 3 days later. ( last Thursday) Usually
it only takes a 30-45 days but mine took a good bit longer.

Happy now.
