Would a 30"W x 12"H x 9"deep fuel cell work for a Locost? A bit bigger than what the book design is but one for sale nearby at a good price.

That's entirely up to you, and it also depends which of the many variants of Locost you're building. "In general", for a car driven on the street, bigger is better - a small tank is a pain in the butt. On-track, you can always partially fill it.

For a street build, I would suggest around 10 gallons. That is, unless you want to stop every 2 hours for refueling.

I can't think of a reason to drive one of these cars for two hours! Don't you have to stop every thirty mins to giggle madly?
