No, but one can speculate based on the visuals.
Google reverse image search --> no definite match
Right hand drive --> likely UK, Aus, NZ or JP;
Geography in background --> most likely Aus or NZ
Crazy V8 in car --> most likely Aus hill climb.

Did a little digging and apparently it was a Cobra-powered S3 run by Dan Morgan in 1966.

I agree with this. Reminds me a little of James May's modified Caterham for the Grand Tour show, but a little more well thought out and not just for the looks. Thanks for sharing, and I saved it to my Locost picture library.
