I have a question about building a Locost.
What these cars need to be able to register them(in CA)?
What I refer too, is windshield, side mirrors, rear view mirrors, horn, wipers, side markers, etc. What do I need and what is not needed?

You really need to research this yourself. Asking here "may" give you the current rules, but many of us have already completed our builds years ago, so what we tell you is based upon old information that may be different now.

When I did mine back in 2013, SB100 ONLY covers emission exemptions, and for everything else "it depends." I had to take it to a CHP office for a safety inspection and VIN tag, and interestingly, they wanted to see receipts for the steel used to build the chassis (to make sure I wasn't "repurposing" an existing car). They checked the engine and transmission VIN tags to ensure they weren't stolen. After that I had to get a light check at a separate business to demonstrate that the stop, turn, and headlights worked. I don't remember them asking to test either the horn or wipers, but that very likely depends upon the whim of the inspector.

I'm trying to find this info, but I don't know how.
At the DMV site, they are talking about the registration part, but not the requirements. For example, can I have a car without windshield?

I registered both of mine in Calif. but a few years ago. The CHP only checked the VIN number on the engine and tranny and then checked their computers to see if they had been stolen. They did not give the cars a safety inspection. The Brake and Light station was the same for both cars. They checked, of course the lights and brakes but did not say anything about a lack of wipers. I did have windshields. The brake check was to simply drive around the corner at 20 MPH and stop as fast as I could. No problem.

The Calif. Smog referee took pictures of the car and sent them on to his Sacramento office. No actual smog test other then confirming the engine still had the PCV valve.

The catalytic converter and all the emission stuff has to be on the car?
It will be registered as a 68 Lotus 7, and the emission stuff is not needed?

There are really multiple components to the SB100 task. You're really asking about the required equipment in your original post, I believe.

The California Highway Patrol (CHP) is responsible for making sure your car has the right equipment (lights, horn, etc., etc.) while the DMV handles the overall SB100 process and the SMOG requirements. The SMOG requirements may vary from vehicle to vehicle depending on the year of the donor engine, and/or where in the SB100 calendar year you register it. For example, when I started my SB100 process the first 600 (?) registrants could be SMOG exempt. I don't know if that rule still applies. Things change from year to year.

However, there are two documents you'll want from the CHP. They are:

1) CHP 892 - Specially Constructed Vehicle Requirements.PDF
2) CHP 885 Passenger Car Requirements.PDF

Any CHP office can print them out for you. They are updated periodically, so I won't post my copies. They may be out of date. While the 892 document is the dominant one, the 885 document has useful information too.

Now, all that said, the CHP officer who does your inspection is a big factor too. As I recall, Kurt's (KB58) guy wasn't much interested in making sure his equipment was up to the regulations. He got lucky, I think. You can find out who that officer is for your local CHP district when you get the documents printed out.

I'm not sure what's it like down south with the CHP offices, but both CHP visits up here in Dublin were the same. The Officer did not inspect my car for safety but simply checked the VIN on the engine and tranny. The Brake and Light Inspection station (different than the CHP) checked for safety.

The BAR referee did not inspect for any smog devices other than the PCV valve since I had one of the 500 exemptions. See attached photo.

Maybe someone else from Calif. can weigh in with their experience.

I will have to look into those forms, thank you, it is very much appreciated.
I'm trying to picture the whole build in my head, and I would like to know, if I will need catalytic converter, EGR can be taken of, or I will have to leave it on, etc.
My engine is a 2016 Ford Fusion 2.5L.

Though I mentioned it above, it bears repeating. The CHP officer required that I show the receipt for the steel used to create the chassis. Without that, you're assumed to have repurposed an existing car and will not be approved. It was only dumb luck that I'd bothered keeping the receipt in the first place, and bothered bringing along the folder.

I'm keeping all the receipts for major parts of the car. For what is worth keeping the receipts?
I have for the steel tubes, engine, transmission for now.
