Yes! E4 means those were made and tested for the Netherlands where they also drive on the right hand side of the road so the dip/cut off will be correct.

I think I found the same ones on Ebay for a little cheaper with a hi beam indicator on top:

I guess 4 versus 4.5 inch is the difference between measuring the exposed glass or the overall od.

Is this the "E" code you're referencing?
Nice lights. Do they also carry a DOT stamp or does the E4 code supersede that requirement for US based cars?

There are different standards for different locations. We have DOT, Australia has ADR, and Europe has ECE for left hand drive and ECE for right hand drive locations. ADR is very similar to ECE LHD.

The main difference between DOT and ECE RHD is DOT requires a wider beam that puts more light toward oncoming traffic. The area that should be dark is the same but a few data points and acceptable values differ. A lamp has a limited amount of lumens to work with and ECE makes better use of the available lux than DOT imho.

I think the reason that we don’t see dual approval housings is that after a lamp housing has been shaped to make an acceptable DOT pattern and meet wattage requirements, there isn’t enough lux left over to shape to pass an ECE RHD test. Put more powerful lamps in and the housing fails both ECE and DOT because the area required to be dark also has more lux from the brighter bulbs. That is partly why there is a limit on wattage.

Driving a low slung car at night with oncoming traffic is bad situation. All the standards put the dark area (where the oncoming driver’s eyes are supposed to be) above horizontal to the bulb. It seems most vehicles currently produced put the bulb near max fed height.

I’ve not seen a lamp that claims to pass both or is marked for both standards but I have seen plenty of false claims, markings, and/or misrepresentation. You can have an ECE approved lamp that looks like a head light but isn’t. A single, bulb headlight housing will be marked HCR or HC/R for an H4 and HID is DCR or DC/R. C=low, R=high, H= halogen or led, and /= one filament on at a time. The light I linked to is marked” C-AS” for non-halogen low beam but it accepts an H4. Not sure about code “AS”. The low beam shape is the critical part.
