Does anyone have a good (inexpensive) source for Lucas #549 tail lights? I need rear lights for a Lotus 7 reproduction.

I suggest taking one to your local car parts store. It's pretty likely a standard item.

I like those too. You can get TR3 taillights (Lucas 549) new from Moss (pn 143-800):

KB58 probably thought you were referring to a bulb part number.

Inexpensive is a relative term. What are you thinking an inexpensive price is? Do you want new or used? Where are you located? %49's are ubiquitous. Lots of cars used them. Should be able to find them on eBay, both new and used, Lucas brand and 3rd party. Then there are the UK suppliers too. Moss UK, Rimmer Bros, Brown and Gammons and others, or Brit car swap meets. There are some "Moss US" resellers who typically sell Moss parts for ~15% off Moss prices too.

Nice thing about new is the lens are bright. The acrylic gets darker as it ages. Something to consider if going used with an unmatched set of lenses.
