For future note, here is the new regulations for titling an "assembled" vehicle in GA:

http://motor.etax.dor.ga.gov/motor/titl ... icles.aspx

Some high notes:

- Inspection costs $150
- You don't need a MSO, you just need sufficient proof of purchase of the major components.
- You have to comply with GA vehicle regulations (Title 40, chapter 8 - lighting, seatbelts, etc.)

Also, from the emissions people:

It can take several months if they screw up. When I had a salvage vehicle inspected (same procedure), it took me many months to get it straight because:
I submitted my inital data package
they asked for something else
I submitted the other items
they created a separate file from the first file.
they sent me a letter asking for the items in the first file.
I went to the office (next to ATL airport on Loop Road) and finally got it straight.

I don't have a donor vehicle and purchased the engine and trans from a junk yard in Augusta will I need to conform to current emission standards or to that of the vehicle I yanked them out of?

First you will need an inspection for titling.

Emission checks are for registration in counties that have emission testing.

If you are in an emission testing county and the details of the title would require you to be tested as a new vehicle, then you should consider loosely basing your entire build around an old car which you have the title to and it's corresponding vin plate. Then you have only modified the old car and a new title is not required to register. A single donor for most of the car should keep you out of trouble. You'd be modifying around an existing vin, not transferring a vin to another vehicle, which is illegal. I don't know of a current law that limits modification of a vehicle to a specific percentage or requires the vehicle to be recognizable as the original. You should keep on file receipts documenting the source of your components, as well as photos of the build process.

I doubt you have emission checks anyway. I think all emission testing in Georgia is within the 9 ATL metro counties.

Seven years later... I take this to mean that I need to find a non-salvage donor? That GA will not let me rebuild a salvaged miata from a junkyard?

Thanks for any help. GA DMV/DOR site only tells the process of totaling a car/getting the salvage title.

Guess I missed these questions. Folks looking for a public group response, post to the forum. Otherwise, there is email and PMs.

Lots of things have changed over the years, including who can do what. Georgia now requires licensing of a person who will be taking salvage vehicles back to road worthy status. The possibility of loosing a license to rebuild changes the tone of the argument versus everybody and their brother rebuilding cars then getting bent when they don't pass. I've been there and seen the chaos. It isn't fair to the rest of us who just want to do rebuild one occasionally. "The greater good" as they say.

Herm,
right up until someone chooses to take issue with it. States can do pretty much anything.

I looking to build a Locost 7. Has anyone seen what the new laws are for registration in Georgia. I am planning to built my Locost 7 without a donor car. So I put in a email into the GeorgiaDMV to find out what the new law is on home built car. I will past it here as soon as I get it. Cause I may have to change the way I was going to build my Locost 7 due to the changes in the law that I have been told by a friend of mine.

Has anyone done this recently? It seems that the laws have changed. I would like to hear from anyone with recent experience in registering. Please share the wisdom! Let us know how to do it and which following direction you used.

(1) register as another vehicle. Possibly as the donor. Possibly as as whatever you can find. This seems like the easiest but possibly riskiest method.

(2) register as a custom built car. How can this be done? How do you get around not having a vin? How do you register without an mso when you are the manufacturer? This seems like the most difficult way.

(3) register as a dune buggy? How is this done? Can you really take a vin from another vehicle?
